| 2012 REAPPRAISAL OF BASTROP COMPLEX AND UNION CHAPEL FIRES | | Citizens of Bastrop County,
On September 4th of this year 2011 our county suffered a devastating loss of property due to the wildfires. We here at the Bastrop Central Appraisal District have been asked what, if any, adjustments will be made to the appraised value of the improvements and land that remain for Tax Year 2011. As of today we have not been requested by the Jurisdictions to reappraise the affected areas as per the Texas Property Tax Code in accordance with Sec. 23.02. Be assured we will be removing the improvements for 2012 as needed.
It has been two months since the fires and it is two more months till the assessment date for 2012. The market will determine the effect of the fire on the market value of the area. As sales occur over the next few months we will be watching very closely in order to make the appropriate adjustments. We at the Bastrop Central Appraisal District do not set the market; we interpret the market data as of the assessment date.
If you the property owner are in need of immediate answers to the current market value of your property please feel free to obtain an independent appraisal on your property from a State Certified Fee Appraiser. We will take that outside information into account as we make our determinations of value going forward.

| NEW HOMESTEAD FILING REQUIREMENTS EFFECTIVE SEPTEMBER 1, 2011 | | Section 11.43 of the Texas Property Tax Code requires that a property owner filing for a Residential Homestead Exemption must provide the following:
1) A copy of Applicant's Texas Driver's License or State-Issued Identification Card and
2) A copy of Applicant's Vehicle Registration Receipt.
If applicant does not own a vehicle they must complete a notarized affidavit to that effect and provide a copy of a current utility bill. All documents must be in the applicant's name and reflect the homestead property address in order to qualify for the exemption.

| Changes in Mailings of Appraisal Notices | | In a effort to reduce the cost of appraising property in Bastrop County, the Board of Directors of the Bastrop Central Appraisal District has decided to make a change in the mailing of appraisal notices. Beginning with the 2009 Notice of Appraised Value, the District will mail notices only to those property owners to whom it is required to send a notice, in accordance with the Texas Property Tax Code.
Section 25.19 of the Texas Property Tax Code states the Chief Appraiser shall deliver written notice of appraised value to property owners: if the appraised value of the property increased by more than $1,000; if the property value is greater than the value rendered by the property owner; if the property was not on the appraisal roll in the preceding year; if ownership of the property changed during the preceding year; or if the owner or agent of the property owner makes a witten request for the notice.
